The Foreign Language Course of Study was developed with the assistance and cooperation of one city, one exempted village and six local schools in Allen County to establish and designate the goals and objectives for Foreign Language. The Allen County Foreign Language Course of Study complies with the requirements of section 3313.60 of the Ohio Revised Code and includes the component parts of a course of study as recommended by the Ohio Department of Education.
COMPETENCY BASED EDUCATION
With the adoption of the 1983 Minimum Standards, the State Board of Education of Ohio established conditions designed to promote a general education of high quality that focuses on learner outcomes in all Ohio's chartered schools. Contained within these standards was the requirement that local developed CBE (competency based education) programs in English composition, mathematics, and reading be implemented in Ohio schools by the year 1989. While Foreign Language is not currently mandated by state standards to be competency based, the Foreign Language Course of Study has been written so as to allow a local district, at their discretion, the option of converting it to a competency based program.
ALLEN COUNTY FOREIGN LANGUAGE PROGRAM
The Foreign Language Program of the Allen County Schools is a countywide program that emphasizes the instruction and assessment of all subject objectives. Both the county and local districts share responsibility for the development and implementation of the Allen County Schools Foreign Language Program.
County Responsibilities
To develop a course of study that defines the Allen County Foreign Language Program in terms of philosophy, goals, and objectives, and also prescribes what shall be taught per grade/subject level in the schools of Allen County.
Local Responsibilities
To develop individual teacher daily lesson plans which give direction for instruction of the Allen County Foreign Language Course of Study.
To establish provisions for assessment of pupil performance at all grade levels.
Local Options:
To develop pupil performance objectives (PPOs) that include the condition and criterion level for attainment of the stated student behavior or performance.
To establish guidelines regarding the use of assessment results for instruction, evaluation, intervention, guidance, and promotion decisions.
To develop provisions for intervention according to pupil needs.
CODE NUMBERS
The Ohio Minimum Standards require that courses of study establish the basis for curriculum and instruction and that daily lesson plans give direction for instruction and implementation of courses of study. The code number that precedes each subject objective in the Allen County Foreign Language Course of Study has been included to assist teachers in indicating the source of the subject objectives taught in each of their classes.
SKILL LEVELS
I - Introduction - designates the level at which a subject objective is formally presented to the student.
D - Develop - represents the extension and application of skills. Subject objectives in the developmental stage may also be assessed for partial mastery in a specific grade or subject/course.
P - Proficiency - indicates a locally determined level of proficiency.
R - Reinforcement - implies that once a subject objective has been mastered, the concept of the objective is frequently, when and where applicable, reinforced in subsequent grades and/or subject levels. A singe "R" on the chart following proficiency represents the perpetual reinforcement process.
LOCAL COURSE SYLLABI
To accommodate the variety of foreign language courses offered in the one city, exempted village and six local districts, a local course syllabi has been developed. Local districts that offer courses not common in name, nor content with the other districts have developed the courses of study for those courses and submitted them for inclusion in the Allen County Foreign Language Course of Study.
TERMINOLOGY
The following list of definitions includes those key terms used in describing a course of study and a competency based educational program.
Course of Study - an official school document prescribing what shall be taught based on program philosophy, goals, and objective statements.
District Philosophy - A statement that describes a school district's educational aims based on the district's philosophy.
District Goal - A broad statement of one of a school district's educational aims based on the district's philosophy.
Program - An area of study (i.e., language arts, mathematics, music, etc.) made up of specific subjects.
Program Philosophy - A statement that describes a program's educational purpose and rationale based on a school district's philosophy.
Program Goal - A broad statement defining the overall nature and content of one aspect of the program based on the program philosophy.
Program Objective - A broad outcome statement derived from a program goal.
Subject - A subdivision of a program organized by grades at elementary level (i.e., first grade language arts, third grade mathematics, and fourth grade music) and by courses at the secondary level (i.e., American literature, geometry, drawing and painting).
Subject Objective - A specific learning outcome statement based on a program objective.
Scope - The breadth and depth of a program as defined by the program and subject objectives.
Sequence - The arrangement of program and subject objectives in a hierarchical order.
Pupil Performance Objective (PPO) - A statement derived from a prescribed goal and objective delineating an expected student outcome as an observable behavior or product of behavior.
Intervention - Alternate or supplemental action designed to remediate, reinforce, or support pupil learning relative to specified performance objectives.
Pupil Evaluation Policy - A statement of methods, processes, and criteria by which student learning outcomes will be measured, assessed, and evaluated.
